Upon recieving the Note regarding the enforcement of the Dog bylaw, section 3, I am informing you that the dog which belongs to me is the property of the citizen of Republic of Belarus, whom I have the honour to be and therefore is not a subject to local bylaws which apply only to Federal Indian Reserve where I am not a permanent resident either. 
You may contact Conculate General of Republic of Belarus in Ottawa for further explanations.
Temporal residency at Federal Indian Reserve also excludes the enforcement of local bylaws.
I must inform you that as a Canadian citizen I am currently  seeking for the legal advice regarding to my future actions to protect the members of my family and myself.
